Maria Elena Arroyo Caraballo, M.S.C.E., P.E.

Maria Arroyo is a licensed professional engineer in Puerto Rico with over two decades of experience in geotechnical engineering. She received her Master of Science in Civil Engineering with a specialization in geotechnical engineering from the University of Puerto Rico in Mayagüez in 2001, and her Bachelor of Science in Civil Engineering from the same university in 1998.

 Maria is a registered Professional Engineer in Puerto Rico and a Remote Pilot SUAS (FAA) with affiliations to Colegio de Ingenieros y Agrimensores de Puerto Rico (C.I.A.P.R.). She has completed several specialized training courses, including Advance Data Reduction & Error Correction Inclinometer class, Highway Slope Maintenance and Slide Restoration, and Integration of GPS & GIS (Field Mapping).

 Maria's career history includes working as a Geotechnical Engineer for the Puerto Rico Highway and Transportation Authority since September 2001, where she evaluates proposals and reports during the design phase, evaluates preliminary and final construction plans, conducts field inspections and instrumentation analysis during construction, and provides recommendations for in-house and emergency projects. She also served as an Acting Chief Soils Engineering Office from August 2017 to July 2019.

 In addition, Maria has lectured at Polytechnic University of Puerto Rico and worked as a Laboratory Instructor at the University of Puerto Rico, Mayagüez. She also completed a summer internship at Engineering Research and Development Center in Vicksburg, MS.

 Maria has extensive relevant experience in geotechnical project management, including monitoring test pile, performing load tests to verify design parameters, field inspection for drilled shaft foundations, landslide correction, and excavation and landslide mitigation. She has also served as a collaborator for various projects and was an instructor for P.R.H.T.A. Construction Area Seminar on "Improvement of Inspection Skills."
